Contesting Information
Fountain Valley Municipal Code Section 1.13.080 allows for the ability to contest an administrative citation, provided the
citation was issued in error. The following instructions must be followed in order to contest.
Administrative Hearing
The advance deposit of the amount of the citation must be paid in order to contest your citation at this level. You may request an
Administrative Hearing by following the instructions below:
1. Submit a request for an Administrative Hearing within 15 calendar days of the date of the violation using this form,
2. Remit payment for the full amount due on the administrative citation. You may pay online at www.pticket.com/fvadmin
or submit a check or money order by mail with your request for an Administrative Hearing,
3. Include your administrative citation or your notice of violation,
4. Include your full name,
5. Include your mailing address (notification of hearing date and time will be mailed to this address
- include suite number, apartment number, zip code, etc.)
6. Mail all information to:

Financial Hardship Waiver of Deposit
You may request a waiver of the advance fine deposit on the grounds of financial hardship. To request such waiver, you must
submit a Request for Hearing Form prescribed by the City, specifying the reasons you are unable to make the fine deposit.
You must submit the form within 15 days of the citation issue date. You bear the burden of establishing why you do not have
the financial ability to make the fine deposit. You must provide evidence sufficient to establish your inability to make the
fine deposit.
Failure to submit a request for hearing and the deposit or hardship waiver within 15 calendar days will mean you have waived
the right to a hearing and the citation will be deemed final. Should a cited person prevail at an appeal hearing, the advance
deposit will be refunded without interest.
